Le Logement : Etat des Lieux.
Herbergement d’urgence ou de transition, mal-logement, logement social et privé même constat : c’est la pénurie. L’offre de logements en France, aux vues du rapport annuel 2007 de la Fondation Abbé Pierre, ne répond pas aux besoins de la population. Le parcours résidentiel, de l’hébergement jusqu’au domicile fixe semble plus que difficile dans trop de cas. La loi Solidarité et renouvellement urbain de décembre 2000 qui oblige certaines villes à se doter d’au moins 20% de logement social est loin d’être appliquée. Dans la Mêtro, par exemple, ce sont six communes qui ont plus de 85% des logements sociaux. Le Conseil Social de l’Habitat en Isère qui s’est tenu au Prisme, pour la deuxiéme année, le 16 mars 2007 a fait le point sur la situation.
Les lois SRU et du logement opposable ne semblent pas être les meilleures réponses face au vide de sens qu’est le droit au logement.
